Transfer your working circuits to the perf board. Verify that they are working and mount on project board. Create a PLAN drawing of your project board using AnyRail. Indicate the location of each perf board. This drawing will be included in your final report. Check that the ECHO routine still works with your board by placing it in the test stand. Keep moving forwards with your project - there are many components that can simultaneously be built/tested. Don't wait for all your parts to come in before testing some basic routines and working up from there!
