Effective April 1, 2013, changes to the PayFlex Card® provided to current participants in the Health Benefit Expense Account (HBEA will be enacted in accordance with a new law, the Durbin Amendment.
In the past, when individuals used the PayFlex Card®, they selected the option of “credit.” Due to the Durbin Amendment, providers may now require individuals to choose “debit” and not credit. Therefore, effective April 1, 2013, use of the card as debit will require a PIN although the card can continue to be used as credit. To request a PIN for the card, participants should call Card Services at (888) 999-0121 on or after April 1, 2013. More information is available on the HR website including an FAQ document.
Beginning effective May 1, 2013, new or replacement debit cards will need to be activated prior to use. The PayFlex Card® will contain an activation label with the toll-free number. Members will need to call (877) 261-9951 to activate their card.
