Policy Statement

In response to the economic pressures the University is experiencing, a temporary Vacancy Management Review Process is being implemented. All positions posted through the Office of Human Resources and nonfaculty positions appointed through the Office of the Dean of the Faculty, including all new and recurring regular positions and new and renewed term positions, must be approved in advance by your cabinet officer or, in academic departments, by the chair or director and a Review Committee composed of the provost, the executive vice president, the vice president for finance and treasurer and the vice president for human resources.

Procedures

Assessing Departmental Staffing Needs
Hiring managers should confer within their organization to assess the department’s staffing needs. Positions posted as of the effective date of this policy are subject to the vacancy review. Hiring managers who want to post a new or vacant position should contact their senior human resources manager or associate dean of the faculty who can help the hiring manager assess whether filling the vacancy is essential to operational needs or whether work can be deferred or realigned.
 
If they conclude filling the vacancy cannot be delayed, the hiring manager should complete the Vacancy Management Review Form and send it to the department’s cabinet officer. Academic managers should send the form to their chair and to Karen Haskin, Office of the Provost, 307 Nassau Hall. 
Approval
The Review Committee will evaluate the request made by each cabinet officer, chair, or academic director and determine whether or not the vacancy should be posted and filled.
 
Factors considered in the Committee’s decision include but are not limited to:
  • The essential functions of the work
  • Whether the job is responsible for revenue generation
  • Whether the vacancy is required to carry out sponsored research
  • The ability to delay a project or realign the work of the position
