Introduction _______________________

This Policy and Procedure Manual is provided to managers and supervisors as a guide to the administration of human resource policies as they apply to non-academic staff, specifically including administrative and senior laboratory and shop, and office, technical and service support staffs. This Manual is not intended to be, and should not be interpreted as, a contract between the University and any employee. In the event of a discrepancy between this Manual and a collective bargaining agreement covering employees who are represented by a union, the terms of the bargaining agreement will govern.

This Manual should be used as a reference and as a general guide. It is expected that managers and supervisors will strive to apply these policies equitably, and that appropriate consideration will be given to previous actions that may have been taken under these policies. However, this Manual is not intended to be an inflexible rule book. Rather it should be a resource for interpreting the variety of individual situations that can occur in the workplace. In each case when the policies in this Manual are applied to such situations including employee performance and possible misconduct, the appropriate discipline or counseling action will be determined at the University's discretion, on the basis of the particular facts or circumstances. Human Resource questions which are not directly addressed in this Manual should be referred to the Office of Human Resources.

The Policy and Procedure Manual will be updated on a regular basis, and the University reserves the right to change, modify, or supersede any of these policies and procedures with or without notice at any time.

Copies of this Manual are distributed to each department of the University and to appropriate administrative units within those departments. It should be retained by a designated manager or supervisor within the unit. It is the responsibility of that individual to ensure that the Manual is available on request to employees and that it is updated as required by the Office of Human Resources. In addition, copies of this Manual are available for review by employees at the Firestone Library, Reserve Reading Room, on the Princeton shelf and at the office of the associate provost who is the University affirmative action officer, room 1 Nassau Hall.
