Permission
If a work is not in the public domain and one of the statutory exemptions does not apply, then you need to obtain the permission of the copyright holder before copying the work or exercising any of the other exclusive rights.
Permission can often be obtained from the publisher of the work or through a rights-clearance agency such as the Copyright Clearance Center. In addition, if the work has been published in a scholarly journal, the University may have a license with the journal that allows us to distribute copies to students.
