Research Proposals – Identifying “Red Flags”

While preparing and reviewing research proposals, PIs and DAs should keep an eye out for the following “red flags” that indicate that further review of the proposal is necessary to ensure that any potential export control concerns are addressed.  These “red flags” are issues universities typically encounter while collaborating with foreign entities.  Any questions a researcher may have regarding this information and how it may relate to a specific technology or project should be raised with appropriate personnel in ORPA.

Research discussions off-campus

Communications to foreign entities off-campus

Deliverables to foreign sponsors or transfer of export-controlled material or information outside of the U.S.

Receipt of export-controlled information

Technology or equipment that is or could be related to munitions

Restrictions on foreign nationals on research projects

Publication approval restrictions
