Foreign Travel Issues

In addition to the export laws and regulations of the State and Commerce Departments, there are regulations that cover the actions of U.S. citizens when they travel abroad or when they interact with foreign individuals and entities that can significantly impact a researcher’s research collaborations.

Restricted Party Screening

The U.S. Treasury’s Office of Foreign Assets Control (OFAC) is the management arm of the U.S. Government with respect to the Specially Designated Nationals, (SDNs), which are entities or individuals owned or controlled by, or acting for or on behalf of, the governments of target countries or are associated with international narcotics trafficking or terrorism.  These individuals and entities are listed on the SDN list and Blocked Persons list so that persons subject to the jurisdiction of the U.S. will know that they are prohibited from dealing with them and that they must block all property within their possession or control in which these individuals and entities have an interest.
When a PI or DA becomes aware of a researcher who plans to travel outside the U.S., they should contact ORPA which can check quickly whether there may be restrictions or prohibitions on travel to that country.
