Heather Low Ruth (MPA '67)

Heather L Ruth is the former president and chief executive officer of The Bond Market Association.  Ruth left her position of 18 years after overseeing a period of unprecedented growth in the scope and effectiveness of the association. The Bond Market Association represents securities firms and banks that underwrite, trade and sell debt securities in the United States and internationally, serving as an advocate and spokesman for the dealer community. The trade association is also active in standardizing and improving market practices and in promoting high professional standards in the industry.

Prior to her tenure with the association, Ruth served as executive director of the Municipal Assistance Corporation for the City of New York (MAC). She has long been involved in the fiscal affairs of New York City and has served as a pro-bono member of the Financial Control Board for the City of New York from 1995 to 1998. Previously, she was a senior officer of Princeton-based Mathematica Policy Research and headed her own economic consulting firm.

Ruth is also an active volunteer in public affairs and community service. She continues to serve on the board of The Bond Market Foundation, promoting investor education and bond market research, and has been a partner of the New York City Partnership and Chamber of Commerce since 1992. Ruth is a member of the board of governors of the New York Citizens' Budget Commission, and serves on the Coro East-"A Leadership Foundation" board of directors. The New York City Catholic Big Brothers/Big Sisters program honored Ruth as the "Woman of the Year" in May 2000.

She received a Masters in Public Affairs (M.P.A.) from the Woodrow Wilson School in 1967. Ruth graduated summa cum laude with a major in political science from Duke University.
