Richard F. Keevey, Director


Mr. Keevey is the Director of the Policy Research Institute for the Region at the Woodrow Wilson School, Princeton University and a member of the faculty.

Rich’s government experience includes:

  • The Chief Financial Officer for the U.S. Department of Housing and Urban Development. He was responsible for all financial management issues, including budgeting, system integration and financial reporting.
  • The Deputy Under Secretary of Defense for Financial Management where he was responsible for department-wide financial management policy.
  • The Director of the Defense Finance and Accounting Agency at the Department of Defense (DOD), where he was the CEO for the world’s largest finance organization.
  • The Director of the Office of Management and Budget for the State of New Jersey. In this capacity, he was the State Budget Director and the State Comptroller.

In the private sector, Rich worked for Arthur Andersen, LLP as the Director of their Budget and Finance Practice; as Director of Core Administration Programs for Unisys Corporation; and as the Director of Performance Management at the National Academy of Public Administration.

Rich has taught graduate courses in public finance at American University, the University of Maryland, Seton Hall University and Princeton University.

Rich was active in his community. He was President of his local school board; a member of the Board of Directors of the local community hospital; and a member of several college advisory boards. Rich also served as an artillery officer in the U.S. Army.

Rich was awarded both the DOD Medal for Distinguished Services (2 times), and the DOD Medal for Outstanding Service by the Secretary of Defense. He received the Ken Howard Life Time Achievement Award in the field of budgeting and financial management from the National Association for Budgeting and Financial Management. Rich is a Fellow of the National Academy of Public Administration, Leadership NJ, and the Council for Excellence in Government

Rich received his undergraduate degree from La Salle College and a graduate degree from the Wharton School of the University of Pennsylvania. He and his wife, Elizabeth, have 3 children and 5 grandchildren.
