In 2002 a small group of Port St. John residents (Mary Tees, Maureen Rupe, Randy Rodriguez, Amy Tidd, Carmine Ferraro and others) formed an organization known as Port St. John For Tomorrow[4] (PSJ4T) and tried to incorporate the Port St. John area.[5] Included in their incorporation plans were five separate communities: Delespine, Williams Point, Hardeeville, Frontenac and a part of Sharpes.[6]

For a long time, those communities had no idea they were included within the incorporation borders but when they did find out, they wanted nothing to do with the incorporation of Port St. John.[7]

There was a Feasibility Study done funded by Brevard County[8] and done by UCF[9] and it went to a vote.[10] The problem being that not all of the people included in the feasibility study knew they were included in it.[11]
