Coding Sheet for Arts Controversies Study: Prototype based on Philadelphia Pilot

Note: This coding sheet is not identical to the one used in the Philadelphia Pilot Project. Rather it is the prototype sheet that resulted from ongoing review and emendation of the coding instrument, produced for use by other researchers interested in studying community conflict over the arts. It contains changes that could not be incorporated in the actual coding sheet for the Philadelphia project due to pressures of time. Therefore, it may not be used to identify variables for analysis of the data set that the Philadelphia Pilot Project generated. (See Codebook for that purpose.)

Definitions:

A case consists of a set of events that begins with the presentation (or promised presentation) of some art work or set of art works (including genres); it includes some public airing of grievances against those art works or of grievances against actions taken against those art works; and usually but not necessarily some response to the actions or grievances. Note that although cases must include public controversy, not every event that occurs during the course of a case must be public --- many cases begin before anything becomes both controversial and public.

Every case must begin with an art work (or works, including genres and scheduled works) to which someone takes umbrage. The precipitating art event(s) entail the public exhibition, performance, broadcast, or offering for sale (or scheduling of same) of the arts work(s) to actors who ultimately take action (including bearing witness or expressing grievances) vis a vis those works. The art works and precipitating art events may be quite specific --- e.g., the works in the Maplethorpe exhibit --- or quite general (as in cases where actions are taken in opposition to rap music as a genre rather than to particular performances, artists, songs, or broadcasts).

A controversy refers that part of the case that involves public criticism of an art work that is recorded in the press. The case may include actions that are public in the ordinary sense, without receiving press attention (and therefore being part of the public controversy as that is defined here).

An action refers to any of the things that people with grievances against the art work do to express those grievances. An initiating action is the first action taken against the art work during the case. It is not necessarily the beginning of the public controversy --- the controversy may become public as a response to grievances expressed against the action itself (as when artists or civil liberties groups protest an instance of censorship that did not in itself attract press attention). The initiating actor is the person or organization primarily responsible for carrying out or organizing the initiating action. An opposing response to an action against an art work(s) is an action that expresses a grievance against, or in some other way critically responds to, action against the art work --- e.g., a claim of censorship, a law suit, a critical editorial, a public protest, etc. Participation in a neutral role refers to effort to mediate, arbitrate, or adjudicate disputes or to urge calm, counsel restraint, or seek common ground. Judges in their formal judicial roles are defined as occupying a "Neutral Role." Those same judges may be coded, if appropriate, as participating in actions or opposing responses as a consequence of what they do outside their courtrooms.
