The process begins with the annual creation of a Nuclear Weapons Stockpile Memorandum. The memo is initially created by the three-member Nuclear Weapons Council (the Assistant Secretary of Defense for Logistics, the Vice-Chairman of the Joint Chiefs of Staff, and the Assistant Secretary of Energy for Defense Programs). This memo works its way up to the president. After his (or her) approval, it becomes the Nuclear Weapons Stockpile Plan1. |
