The United States has signed the Convetion however Congress has not ratified it becasue of concerns with proceedures for future chemical additions.

In May, 2004, when the Convention came to force, even though the US has not ratified, Bush agreed to maintain the regulations currently in place in the US regarding the chemicals which conincide with the Conventions regulations.
