    human and material
  • dispersed learners and unpredictable demand

The Learners

  • usually adult learner
  • usually highly motivated
  • pragmatic need to use target language
  • need for higher language levels

The Teachers

  • usually not language teaching professionals
  • formal training programs usually not available
  • authentic, current teaching resources mostly lacking
  • few in field and widely scattered

The Learning Environment

  • usually not stable
  • lack of vertical sequencing
  • lack of authentic, current teaching resources
  • no provision for language maintenance
  • lack of professional teaching faculty
  • success defined by 'seat time'
