- dispersed learners and unpredictable demand
The Learners
- usually adult learner
- usually highly motivated
- pragmatic need to use target language
- need for higher language levels
The Teachers
- usually not language teaching professionals
- formal training programs usually not available
- authentic, current teaching resources mostly lacking
- few in field and widely scattered
The Learning Environment
- usually not stable
- lack of vertical sequencing
- lack of authentic, current teaching resources
- no provision for language maintenance
- lack of professional teaching faculty
- success defined by 'seat time'
