The Drug Trade and the Future of Afghanistan

Over seventy percent of the world's heroin comes from Afghanistan. The drug trade has become the largest single element in Afghanistan's economy. Major government officials are alleged to be closely allied to the trade, and it is a major source of income for the Taliban as well. The approach of the international community, led by the US and UK, has failed to control the industry and has created problems for the Afghan government.

The task force will examine the ways in which the Afghan drug industry can be brought under control, including eradication, planting alternative crops, and applying political or moral pressure. It will consider the appropriate role for other countries and international organizations in this effort, and will evaluate the impact of the various approaches on the government and the economy of Afghanistan. It will look at parallel situations in other countries to see what solutions could work in Afghanistan.The task force will produce recommendations and an action plan for the international community and Afghan government to deal with the drug industry over several years.
