New NSF Proposal and Award Policies and Procedures Guide, January 2010

NSF recently announced a new Proposal and Award Policies and Procedures Guide (NSF 10-1) that is effective for all proposals submitted on or after January 4, 2010.  Notable changes include the sections below.

Certification Regarding Responsible Conduct of Research (RCR):

This section includes a requirement that the University certifies there is an institutional plan for training in the ethical and responsible conduct of research (RCR) for students (undergraduate and graduate) and postdoctoral fellows who will be supported by NSF to conduct research.  More details will be announced in the near future by Princeton University. 

 

Proposals Involving Human Subjects

This section has been updated to reflect that if a certification of exemption is provided after submission of the proposal and before the award is issued, the exemption number corresponding to one or more of the exemption categories must be included in the documentation provided to NSF.  The six categories of research that qualify for exemption from coverage by the regulations are defined in the Common Rule for Protection of Human Subjects.

 

Proposal Preparation Checklist

This section has been updated with a reminder that all proposals that include support for a postdoctoral researcher must include a mentoring plan in the Supplementary Documentation section of the proposal. Failure to do so will result in the return of the proposal without review. Simultaneously submitted collaborative proposals, and, collaborative proposals that include subawards, constitute a single unified project. Therefore, only one mentoring plan may be submitted for the entire project.
