  • $8.2 billion in support of scientific research priorities
    • $7.4 billion is transferred to the Institutes and Centers and Common Fund (CF), based on a percentage-based formula
    • $800 million to the Office of the Director (OD) (not including CF)including $200 Million for Challenge Grants)
  • $1 billion to support Extramural Construction, Repairs, and Alterations Allocated to the National Center for Research Resources (NCRR) in support of all NIH funded research institutions

  • $300 million for Major Research Instrumentation
  • $200 million for academic research facilities modernization
  • $100 million education and human resources appropriation
    • $60 million to the Noyce Teacher Scholarship Pro
    • $25 million to the Math and Science Partnerships program
    • $15 million to a new Professional Masters Science Program authorized in the America COMPETES Act
  • $400 million would accelerate the construction of major research facilities

NASA $1 billion overall
  • $400 million (Science) to include acceleration of tier 1 Earth science climate research missions
  • $150 million (Aeronautics) for system-level R&D and demonstration activities related to aviation safety, environmental impact mitigation, and Next Generation Air Transportation System
  • $50 million (Cross Agency) to restore NASA-owned facilities damages from hurricanes and other natural disasters occurring in 2008

Dept. of Education $98,238,000,000 overall
  • $12 billion for IDEA
  • $5 billion in incentive grants to be distributed on a competitive basis to states that most aggressively pursue higher standards, quality assessments, robust data systems and teacher quality initiatives. This includes $650 million to fund school systems and non-profits with strong track records of improving student achievement.
  • $5 billion for Early Childhood, including Head Start, early Head Start, child care block grants, and programs for infants with disabilities. (Includes HHS programs)
  • $2 billion for other education investments, including pay for performance, data systems, teacher quality investments, technology grants, vocational rehab, work study, and Impact Aid
