LC practice is to supply bracketed information in the 245$c in  the language of  the title proper.  A good thing  too, since if  such were given in English, it would make life very  difficult in the vernacular 245.  The intention is that  the  245  should read smoothly, with  the cataloger supplying the words which  the publisher (or whoever) "inadvertently" left  off  the  title page,  and naturally these words would  have  been  in  Hebrew  if   the  rest  of   the  t.p.  is   in  Hebrew.

The relevant RI  is 1.0E1:  "... give information transcribed from the item itself in the language and script (wherever practicable) in which  it appears there."  One of the fields this applies to is the title/statement of responsibility.  It goes on to say, "If  the other  data are romanized, give interpolations according to the same romanization."

Another relevant RI is 1.1E6,  which  says explicitly  that  additions  to  the  title  proper  supplied  in brackets should be  in  the language of  the title proper (though  this strictly applies to $b information).
