Alef-Vav in non-Hebrew Names

Is there a policy or a rule about cases of the combination of Alef-Vav in  non-Hebraic names like Taub, Braun, etc. that are written in Hebrew?

Do we consider the Alef as a consonant or not?

It was decided in remote antiquity that such names would have "a'u" in them when they appear in
Hebrew contexts--that is, treating alef as a consonant.
