When the guttural consonants 'ayin, he, and het follow long vowels at the end of a word, they are vocalized with patah (referred to as "furtive patah"). In ALA/LC standard romanization, this patah is treated differently depending on which consonant it vocalizes.
We transcribe it as an "a" AFTER the consonant
if the consonant is 'ayin or he:
Yehoshu'a; raki'a; gavoha
We transcribe it as an "a" BEFORE the consonant
if the consonant is het:
luah; siah
