LCRI 26.2 states "When a Hebrew surname begins with 'Ben-,' do not make a reference from the surname  that follows".

Those who follow the rule interpretation currently in force do NOT make references from the second part of the surname.  Many folks out there, especially those working in languages other than Hebrew, may well be ignorant of the current state of the rule interpretation.  Making the extra reference is not a crime, just (probably) not very helpful.
