What would be a reasonable (annual) "flood insurance premium" for a building with a replacement value of C= $100,000 located near Cypress Creek, assuming that the loss L(x) resulting from a flood with flow x (expressed in cfs) can be approximated by a simple linear function, L(x) = 5x (so that a flood of 20,000 cfs would produce a "total loss")? Assume also L(x) = C when x > 20,000 cfs.
