| A system has reached steady state when its thermodynamic and chemical parameters are constant as a function of time. Reactions may be occurring in the system, however, their rates and directions are such that the above statement holds. In such a system the chemical potentials of the phases present must be the same, consistent with the Gibbs Phase Rule.
