Your short item on Carl Bildt (Notebook, Nov. 17) unfortunately missed his key appointment as High Representative to Bosnia and Herzegovina from December 1995 through June 1997. The position of High Representative was created under the General Framework Agreement for Peace in Bosnia and Herzegovina (Dayton Peace Agreement) of Dec. 14, 1995, to oversee implementation of the civilian aspects of the peace agreement. The current High Representative is Lord Paddy Ashdown.
