Since 1992, Ukraine's relations with the IMF have been marked by numerous unsuccessful programs. However, the full-scale Russian invasion in 2022 prompted a pivotal shift. Against its usual practice of not supporting countries during the war, the IMF launched an unprecedented financing program for Ukraine, unlocking and securing over $150 billion in budgetary support from key donors. Ukraine's progress under this program has been notably successful. What changed this time? What lessons can Ukraine, the IMF, and other emerging countries draw from this case?
